Dear Clutterbuck,

I enclose herewith a copy of the Report of

the Committee of Chiefs of Staff of which I spoke to

you on the telephone this afternoon.

Sir Gilbert

Grindle has not seen a copy, but I told him its

general tenor. Since I saw Grindle, however, the

Chief of the Imperial General Staff has inserted in

the draft a suggestion that the Governor of Hong Kong

should be kept informed of what is going on.

After reading the Report you will know how to do this

best. My own idea is that it will suffice to ask him

to get in touch with the General Officer Commanding

and the Senior Naval Officer as to the telegrams which

have been sent to them by the War Office and Admiralty

respectively regarding possible operations against the

forts covering the approaches to Canton.
